A Cafeteria Plan is an employer-sponsored plan that lets you deduct dollars from your paycheck before they are taxed and use them to pay for certain insurance premiums as well as put them into a Flexible Spending Account (FSA). The only premiums that may be paid for with the Cafeteria Plan are state-sponsored health, dental and vision insurance premiums.
FSA accounts are exempt from federal income taxes, Social Security (FICA) taxes and state income taxes. The more money you put in, the more tax you avoid. When you use the money in your FSA to pay for out-of-pocket expenses for you and your family, you avoid paying taxes on those dollars. You will save at least 20% on out-of-pocket family care expenses, and more, depending on your tax bracket.
How does the FSA work? When you enroll in the FSA plan, you estimate the amount of qualifying expenses you are sure you will incur during the plan year. You have that amount deducted from your paychecks in equal amounts throughout the year. Though your actual salary remains the same, your taxable salary as reported to the government is reduced by the amount you put into your FSA.
Be conservative when estimating your expenses, as you must be able to claim the funds in order to obtain reimbursement. All non-claimed funds are forfeited to the State of Missouri as required by the IRS.
After you enroll in the FSA, ASIFlex will send you a confirmation of your enrollment. As you incur eligible expenses throughout the plan year, you submit a Claim Form (via mobile app, online, fax or mail) along with documentation of the expense and you are reimbursed with funds from your FSA account. You are not taxed on these reimbursements. After each claim, you will receive an account summary.
Federal rules state that you can only be reimbursed for expenses you incur during the plan year, which runs from January 1 – December 31. IRS rules also state that if you do not use the money in your account, unused funds will be forfeited to your employer. However, the IRS allows an employer to offer a grace period which is a 2½ month period following the plan year in which the remaining funds may still be used. The State of Missouri has chosen to offer a grace period. So if you still have funds remaining in your FSA on December 31, 2024, you still have until March 15, 2025 to incur expenses. NOTE: You must file all claims by no later than April 15, 2025. ASIFlex processes all claims for the FSAs.
